Departments
Government
The Governance Structure at PBCN; the Chief and Council operate under the Election Act 1994 and the Executive Act. The PBCN Membership votes on proposed changes to the Election Act; once passed, for future elections. The Executive Act defines the political roles and authorities of Chief and Council, the Council of Elders, discipline procedures and conflict of interest policy. The governance operates out of Prince Albert and their local Administrations.
Executive Office
The Executive Director oversees the operation of the local and central Administrations of Peter Ballantyne Cree Nation (PBCN). Funding for the programs and services is received by Administration from government(s) and own source revenues, on behalf of the Chief and Council, and dispersed to programs and services according to the budget set by the Executive Director and local Administrators. The Administrations oversee the local and central programs, services, and some businesses of PBCN. The Executive Office is located in Prince Albert and local Administrations are located in Northeast Saskatchewan.
Housing
The PBCN Housing Director oversees the housing programs. The management of housing is the responsibility of Chief and Council with authority delegated to a Housing Committee. The PBCN Band Housing program manages the construction and maintenance of new and existing housing units. The Director of Housing office is located in Prince Albert and the local Housing programs have local community offices that are under the responsibility of the Housing Coordinators and oversight is provided by the Band Managers and Housing Director.
Operations & Maintenance
The Operations and Maintenance program consists of Water and Sewer services, Fire Protection services, community buildings and road access maintenance. The department is overseen by the Executive Director and local operations by Band Manager, O&M Manager and Supervisor for each local community. O&M looks after all Band buildings, Administration Buildings, Fire Halls, and the Band Halls etc. The Fire protection program is managed by a Fire Chief and is assisted by volunteers Fire Fighters overseeing a number of firefighters.
The main water system is the piped in system with water treatment plants; one sewer treatment plant and one aerated lagoon for the larger communities. Some of the smaller communities have well water services and sewer pump out services. The Water and Sewer services is a system where water delivery/sewer system operates with independent service contractors. Each contractor has a number of homes to service. Also, the Sanitization department is either operated by Band employees or contract services.
Income Assistance
The Income Assistance program and main office is located in Prince Albert, with local offices in the communities. The Income Assistance program assists approximately 90% of the 11,000 members. The programs offered under the Income Assistance Program are Basic Needs and Special Needs for clients. There is also Employment and Training programs offered through the Income Assistance program. The monthly caseload is 200 for each Worker. The mid-size communities have 2 workers each and the large community has 5 workers.
Membership
The PBCN Membership administration is administered at the Central Office in Prince Albert, with one Worker. It is under the direction of the Income Assistance Director. The position will be transferred to the largest community, in the near future. The Band has a population of 11,000. The Indian Registration System is managed by the Membership Clerk. Indian Status cards are provided to PBCN Members along with other services as registration of events, membership transfers, and population statistics. The Membership Worker records all events (births, deaths, marriages, divorces, miscellaneous amendments, forced age of majority)
Economic Development
The Economic Development program operates out of Prince Albert and provides programs and services to the local communities. It is staffed by the Economic Development (Ec Dev) Officer. The Ec. Dev. Officer assists the communities in economic development activities, that includes business development.
Lands and Resources
The Lands and Resources program operates out of Prince Albert and provides programs and services to the local communities. It is staffed by the Lands Manager and Treaty Land Entitlement (TLE) Coordinator. The program will be expanded to include a full-service department.
The Lands and Resource program protects the “traditional lands and activities” for PBCN members. The services provided is leadership, administration, and membership. PBCN is committed to ensure the “Duty to Consult and Accommodate” is met with government, business, and industry.
Communications
The PBCN Communications program is under development. There will be a Communications Specialist hired that will maintain the Communications strategy for PBCN. The Communication Specialist will maintain Chief and Council and Management communications, including the PBCN Website; Peter Ballantyne.ca and all other reporting to the Membership and external communications. The location of office will be in Prince Albert.
Finance and Administration
The Finance and Administration central accounting department is located in Prince Albert. The Director of Finance/Director of Operations manages the financial resources and oversees the operations of the local band administrations. The Financial Information is prepared in accordance with generally accepted accounting standards. Financial Statements are prepared including budget and variance analysis reports and prepared monthly as per the PBCN Financial Regulations in the financial control of monies received and expensed on behalf of the PBCN Membership. The monthly financial statements are provided to Chief and Council and ISC. In addition to payroll and human resources, the department oversees overall financial accounting for many programs and services.
Human Resource Management
The Human Resources Manager position is centrally located in Prince Albert. The mandate of this position is to oversee the centralized and local Human Resources requirements for all PBCN departments. Also supports change for the programs, and provides HR Strategy, design of work positions, hiring, reward, recognition, and strategic pay and planning, performance development, and appraisal system, career and succession planning and employee development.
Human Resource Management provide advice on applicable labour law, employment laws, federal and provincial legislation (Canada Labour Code, Saskatchewan Labour Code, Personal Information Protection Electronic Documents Act [PIPEDA], Canadian Human Rights Act, Pay Equity Act, court, and arbitration matters.
Health Services
PBCN is the governing body for the First Nation. Currently there is a population of over 11,000 band members. The Chief and Council is the political body advocate for their members with respect to health services offered on reserve. Health Services is organized as a corporation and operates under a board of directors and Chief and Council are members at large and are advocates for their members. The main office is in Prince Albert, with local health facilities and offices situated at the local communities.
Education
The PBCN Education Authority is a locally controlled organization and oversees all areas of education. The Chief and Council is the political body who advocate for their members with respect to education services offered on reserve. Education Services is organized as a corporation and operates under a board of directors and Chief and Council are members at large and are advocates for their members. The main office is in Prince Albert, with local Education facilities and offices situated at the local communities.
Peter Ballantyne Child and Family Services
The ICFS Agency is responsible for the administration and operation of Child and Family services and programs, according to the legislation of The Child & Family Services Act from the Province of Saskatchewan, and the ICFS Agency Policy & Procedures, in the areas of Child Protection Services, Foster Care Services, Family Support Services, Preventative Services, and Child and Youth Services. The central office is in Prince Albert, with local administrations and services provided to the local Communities.
